Andy Frank is Chief of the Park Development Division at Montgomery Parks, part of the Maryland-National Capital Park and Planning Commission (M-NCPPC), where he has worked for more than 23 years. He leads a team of approximately 55 park professionals, including administrative professionals, architects, engineers, landscape architects, and construction specialists, who collectively plan, design, build, restore, and redevelop a diverse and growing park system.
His team manages a roughly $50 million Capital Improvement Program, delivering new and rehabilitated facilities across more than 400 parks spanning over 37,000 acres, and oversees a comprehensive Park Construction Permit program that protects parkland from impacts associated with projects led by outside agencies, developers, and neighboring properties.
A lifelong Montgomery County resident, Andy was born and raised in Silver Spring, Maryland. He earned a Bachelor of Civil Engineering from Villanova University in 1993. Shortly after graduating, he spent six months in Wacuco, Panama, volunteering as an engineer, where he helped design and construct a roof system for a large community church. He then worked as a civil engineer at several firms before earning a Master’s degree in Water Resources from Johns Hopkins University in 2003 and joining Montgomery Parks that same year. Over the course of his career with the organization, he has served as an Engineer, Environmental Engineering Supervisor, and now leads the Park Development Division.
Outside of work, Andy enjoys spending time with family, traveling, and taking frequent weekend trips to Bethany Beach, Delaware.
