Carla Julian

Carla Julian is a strategic communications and public affairs leader with more than 25 years of experience specializing in infrastructure, transportation, engineering, and construction projects. She is recognized for her expertise in stakeholder engagement, government relations, community outreach, crisis communications, and media relations, helping organizations navigate complex, high-profile projects while building lasting public trust.

Throughout her career, Carla has played a leadership role in communications and stakeholder engagement for some of the nation’s most significant infrastructure initiatives, including the Mario M. Cuomo Bridge (formerly the Tappan Zee Bridge), the Purple Line Light Rail Project, the Long Bridge Project, the Intercounty Connector, and most recently, the Hudson River Tunnel Project.

Carla works closely with project teams, public agencies, and private-sector partners to develop strategic communications programs that connect technical information with the communities and stakeholders they serve. Her ability to translate complex engineering and construction concepts into clear, meaningful messages has made her a trusted advisor on projects operating in challenging and politically sensitive environments.
