Blue Baldwin

Green Stormwater Infrastructure Program Manager
City of Tucson Water Department

Blue Baldwin has worked in a variety of sustainability-related fields in Tucson, San Francisco, and New York City. She presently manages the Storm to Shade (S2S) Program in the City of Tucson, which builds and maintains green stormwater infrastructure on public property throughout the city with a focus on equity and investment in historically underserved areas. S2S is a non-regulatory driven program that uses stormwater as the primary irrigation source to support native vegetation in the urban environment.

Blue is a second generation Tucsonan and has a master’s degree in Public Health from the University of Arizona. She is passionate about the power of inviting nature back into the urban environment and is a lover of the Sonoran Desert and all its creatures.
