Trails for All: Building Connected, Equitable Citywide Trail Systems

Citywide trail systems have the power to reshape urban life, supporting transportation, recreation, climate resilience, and equitable access to public space. But turning a visionary plan into a usable, connected, and community-rooted network is a complex, cross-sector undertaking. This panel brings together trail system leaders from Atlanta, GA, Austin, TX, and Raleigh, NC, each representing cities at different phases of citywide trail development.

Panelists will explore how they’re navigating the real-world challenges of implementing trail systems at scale—balancing dual uses (commuter and recreational), securing land access through easements and rights-of-way, aligning with zoning and land use policies, and ensuring trails reflect the communities they serve. They will speak to their successes and struggles, including managing mode conflicts (e.g., e-bikes), protecting against displacement, coordinating with donors and advocates, and tracking performance beyond miles of trail.

Participants will leave with lessons on structuring multi-agency partnerships, incorporating anti-displacement safeguards, measuring performance beyond connectivity, and designing trail experiences that align with both place and purpose.
