Heather Lubov

Executive Director
City Parks Foundation

Heather Lubov is Executive Director of City Parks Foundation, bringing free programs into public parks across NYC, including the world-renown SummerStage concert series; free sports lessons for kids and seniors; in-class and out-of-schooltime environmental education; community engagement of 450 grassroots groups and 30K volunteers stewarding parks; and fiscal sponsorship for 100+ organizations and NYC agencies, including the Mayor’s Office of Climate and Environmental Justice to collaboratively develop NYC’s first ever Urban Forest Plan. In 2020, in response to COVID, the increased reliance on parks, and the simultaneous loss in public and private support for parks, she helped co-found both the NYC Parks and Open Space Partners coalition, providing support and capacity building resources for ~50 nonprofit open space stewards, and the NYC Green Fund, a pooled philanthropic regranting fund that supports grassroots and nonprofit stewards. Previously, she was Chief Development Officer at Park Avenue Armory, a new and unconventional arts organization, and spent 14 years at the NY Public Library, most recently as its VP for Development. She started her career at The Partnership for the Homeless. Lubov received her MPA from the Wagner School of Public Service at New York University, and her BA from Columbia College. She was recognized in 2024 by City & State in its inaugural Arts & Culture Power 100, and in 2021 in Crain’s NY Business’s Notables in Nonprofits and Philanthropy. She is a member of the Women’s Forum of NY. Lubov, a native New Yorker, lives on the Upper West Side with her family.
