City of Richmond, Department of Parks, Recreation and Community Facilities (PRCF) has received a total $83M in American Rescue Plan Act (ARPA) which was used to build 4 new community centers in historically underinvested areas and increase connectivity across their system. Partnerships with local nonprofits, volunteer organizations, neighborhood associations, friends’ groups, corporations, and foundations keen on geographically specific improvements in our system and environment all play a part.

This presentation will focus on how the city has leveraged federal funding to more effectively meet community needs during times of fiscal uncertainty. PRCF will highlight how they have utilized ARPA, Land and Water Conservation Fund (LWCF), National Fish and Wildlife Foundation (NFWF), Outdoor Recreation Legacy Partnership (ORLP), and congressionally directed funding to fill gaps in their system, engage partner organizations, find matching funding, and empower local stakeholders to make improvements to park spaces in their system.
