Kim Carmody

Kim Mobley-Carmody serves as Senior Director of Parks and Recreation for the City of Mobile Public Works Department, where she oversees Athletics, Azalea City Golf Course, Community Centers, Events, Operations, Parks Maintenance, Recreation Administration, SAIL, Seniors & Therapeutics, and the Mobile Tennis Center.
Since joining the City of Mobile in May 2023, Kim has brought more than 30 years of leadership experience in parks, recreation, public service, and project management. She is known for pairing strategic thinking with a practical, community-centered approach that strengthens operations, builds partnerships, and keeps recreation accessible, welcoming, and relevant.
Before coming to Mobile, Kim served as Superintendent of Administration and Special Projects for the City of Pensacola. Her earlier roles with Pensacola include Recreation and Maritime Park Cultural Events Superintendent and Recreation Supervisor. Over the course of her career, she has also held leadership and program management positions in Virginia, California, and Hawaii, serving in roles such as Program Director, Public Affairs and Marketing Director, and Athletic Supervisor.
Kim holds a Master of Arts in Special Education from the University of West Florida and a Bachelor of Arts in Leisure Services and Studies from Florida State University. She is a graduate of the NRPA Revenue Development and Management School and a recipient of the Armed Forces Recreation Society (AFRS) Fellow Award. She is an active member of the National Recreation and Park Association (NRPA) and the Alabama Recreation and Parks Association (ARPA), and a past member of the Florida Recreation and Park Association (FRPA) and the Virginia Parks and Recreation Association.
