The Presidio Trust is seeking a Fleet and Excess Personal Property Specialist supporting the Procurement Department. Reporting to the Supply Chain Manager, the Fleet and Excess Personal Property Specialist manages and monitors fleet lifecycle, enforces policies, supports vehicle acquisition and maintenance, conducts efficiency analysis, and mentors staff on centralized fleet use. Implements and enacts excess personal property strategies, identifies excess assets, ensures responsible disposition, prepares reports and manages auctions and transfers.

This is a full-time position with benefits and a starting at $92,764, based in the San Francisco Bay Area. This position is included in a bargaining unit, specifically the Laborer’s International Union of North America, Local 792, United Public Employees of California. Responsibilities

  • Manage the Presidio’s General Services Administration (GSA) vehicle fleet lifecycle, including acquisition, maintenance, utilization and disposal, ensuring compliance with policies and procedures that align with federal regulations, environmental sustainability practices, and the Agency’s mission.
  • Utilize the GSA fleet management information system for tracking vehicle usage, maintenance schedules, costs, compliance with environmental and safety regulations, and inspections to maintain high operational standards and vehicle safety.
  • Conduct detailed analyses of GSA fleet operations to identify efficiency improvements, cost-saving opportunities, and strategies to optimize the fleet profile. Utilize vehicle allocation methodology (VAM) to determine the appropriate size, number, and types of motor vehicles for optimal fleet inventory.
  • Develop and deliver training programs for staff on responsible vehicle use, safety protocols, and compliance with GSA fleet policies.
  • Develop and implement comprehensive excess personal property strategies to maximize value recovery from excess or obsolete assets, ensuring alignment with the Presidio Trust’s sustainability goals and compliance with GSA Asset Management principles.
  • Conduct market research to assess the value of assets, recommend whether federal property should be reutilized, donated, sold, or properly disposed.,
  • Maintain accurate records of all excess personal property activities, evaluate current processes to recommend and implement improvements, and provide technical advice on property disposal laws and procedures.
  • Manage warehousing space and storage of excess materials, perform site inspections, coordinate pick-up logistics for sold surplus property, and handle material loading and unloading, including operating Material Handling Equipment (MHE) and conducting safety checks.
  • Evaluate the excess and surplus personal property processes and recommend improvements aimed at increasing efficiency, reducing costs, and enhancing the Trust’s sustainability efforts, while ensuring compliance with the Trust’s Asset Management Life Cycle policy.
  • Determine whether Federal excess personal property should be reutilized as excess, listed for sale on the GSA auction site, made available as surplus, released for donation, or properly disposed or destroyed.
  • Properly label, inventory, store and preserve historic property as identified by the Trust Preservation and Historic Compliance department.
  • Prepare and submit required annual reporting to GSA on excess property and federal fleet motor vehicle data.
  • Other duties as assigned.

Required Qualifications

  • A minimum of 5 years of progressive experience in vehicle fleet management and/or excess personal property and asset management.
  • Knowledge of fleet management regulations, environmental sustainability practices, and safety standards.
  • Understanding of fleet management software and technology solutions for tracking and analyzing fleet operations.
  • Strong analytical and problem-solving abilities, with a focus on continuous improvement and innovation in fleet operations.
  • Advanced understanding of and experience with excess personal property management lifecycle regulations, policies, and procedures with an emphasis on federal property disposal laws, regulations, and green disposal solutions.
  • Demonstrated proficiency in utilizing advanced automated systems for managing and evaluating personal property data, such as Yardi, Personal Property Management System (PPMS) and Auctions Real Property Management System.
  • Demonstrated commitment to sustainability and green practices in property disposal and a deep expertise in managing the end-of-life cycle of assets
  • Demonstrated ability in strategic planning, project management, and budget management.
  • Excellent leadership, communication, and interpersonal skills, with the ability to administer two important programs simultaneously.

Desired Qualifications

  • Advanced certifications in GSA fleet management such as the Federal Fleet Manager Certification Program (FFMCP) and other relevant training programs.
  • Experience with green fleet initiatives and implementing alternative fuel vehicles into fleet operations.
  • Proven track record of managing government fleet audits, compliance reviews, and implementing corrective actions.
  • Professional Certifications: Possession of additional professional certifications in supply chain management, sustainability, property management, and project management (PMP).
  • Bachelor’s degree in environmental policy, sustainability studies, supply chain management, or another relevant field.
  • Experience conducting environmental impact assessments for surplus personal property disposal projects.
  • Experience in developing and delivering training programs on excess personal property policies, GSA regulations, and sustainable practices to internal staff.
  • Experience in negotiating and managing contracts with vendors and service providers.
  • Process and procedure writing.
