Reporting to the 0964 Department Head IV – General Manager and the 0954 Deputy Director IV – Director of Operations, the 0951 Deputy Director I – Park Ranger Chief provides general administrative direction over the daily activities of the Park Ranger Unit. The essential functions include overseeing, assigning, directing, and coordinating the schedules and deployment of Park Ranger personnel and equipment; training and evaluating the work performance of staff; conducting, coordinating and documenting administrative investigations; directing the enforcement of city, county and state laws and ordinances, including applicable provisions of the Penal Code, Vehicle Code and Park Code; implementing park rules, regulations, policies and procedures; and performing related duties as required.
Essential Duties and Responsibilities
1. Oversees, directs and implements all facets of the Park Ranger Unit’s personnel administration, including assigning, directing and coordinating the work of subordinates; scheduling shifts for 24/7 operations; administering payroll, overtime assignments, discipline and hiring; supervising, training and evaluating the work performance of staff; and conducting strategic planning for workforce development.
2. Oversees inspection of Park Ranger operations; coordinates and documents administrative investigations; develops, interprets and implements policy and procedures; establishes general orders; and provides staff training.
3. Plans, develops and coordinates annual budget of $8.1 million, and administers related financial reporting; and maintains and monitors allocation of expenditures and all overtime to meet timely and measurable goals within budget.
4. Serves as principal for all inter-agency coordination on law enforcement, public safety and property protection.
5. Facilitates capital improvements for unit operations and oversees acquisition and maintenance of major equipment.
6. Represents department with local and regional entities, commissions, Board of Supervisors and civic groups.
1. Possession of a Bachelor’s Degree from an accredited college or university with major course work in Management, Business Administration, Criminal Justice or closely related field; AND
2. Four (4) years of progressive experience managing/supervising complex organizations in law enforcement, public safety, security operations, or military with competency in personnel management and organizational structure and/or development; AND
3. Possession of a valid California Driver’s License (to be presented at time of appointment).
Additional qualifying experience managing/supervising complex organizations in law enforcement, public safety, security operations, or military with competency in personnel management and organizational structure and/or development may be substituted for up to two (2) years of the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

4. Ability to solve problems creatively
5. Ability to communicate effectively orally and in writing with staff, the public and city agencies
