The City of Portland is seeking a Director of Public Buildings.
This is a managerial position overseeing design, construction, preventive and routine maintenance, and historic preservation of all City facilities. Work requires long-range facilities planning, management of new construction and renovation projects, and evaluation of energy conservation programs. This position supervises a Director of Project Management, HVAC Coordinator(s), Principal Financial/Administration Officer, and Public Buildings Supervisor. The Director of Public Buildings develops, refines and monitors long range capital improvement plans for City buildings. Oversees mechanical and building trades required to service all City-owned properties to include Island facilities. Oversees maintenance, improvement and construction of waterfront infrastructure including piers, floats, docks and gangways. Approves preventative maintenance plans and profiles for City properties. Reviews and approves specifications and initiates contracts for projects, building repairs and services. Develops and implements security plans for all City-owned buildings. Oversees human resource functions for the Division such as hiring, discipline, safety, employee evaluations and recognition. Oversees the operations budget and makes decisions routinely about prioritization of projects.
Requirements of Work: Associate’s or Bachelor’s degree in management of a related field or a combination of experience and education that provides the following knowledge, skills and abilities. Responsible experience in facilities management. Prior supervisory experience.
Desired Experience and Training: Thorough knowledge of applicable building, fire, electrical and plumbing codes. Knowledge of LEED building certification and other sustainability standards. Knowledge of Historic Preservation building standards. Thorough knowledge of HVAC, electrical and computer-based energy management systems. Proven management experience in both finance and human resource areas. Ability to develop and maintain cooperative working relationships with staff, contractors, and other City employees. Excellent organizational skills. Excellent communication skills. Ability to speak or present in a public setting. Ability to climb stairs, access remote facilities above and below ground and to work irregular hours when necessary. Ability to read design and construction plans. Knowledge of building components and functionality. Experience using different types of measuring tools for buildings, calculations, depths, etc. Experience in developing accurate project costs. Experience using computers and AutoCad programs.
Necessary Special Requirements: Must possess a valid Class C driver’s license in good standing. Offers of employment are contingent upon the completion of a satisfactory criminal background check.
Non-Union position – Band D61 – Salary range depending on experience – $86,397-$97,221/year. Well qualified candidates may be eligible for relocation reimbursement upon hire.
