The Presidio Trust is seeking a Director of Park Design, Construction and Engineering. An unusual federal agency, the Presidio Trust runs the only national park site that has to earn all our own revenue. Each year we earn in excess of $100 million by leasing over 700 former military buildings as homes and workspaces. We then invest that money into our historic forest, dunes, streams, trails and designed landscapes, into our hundreds of historic buildings, into our infrastructure, into visitor sites and programs, and into our people, to make this magnificent place come alive for our visitors.
The Director of Park Design, Construction, and Engineering provides leadership, oversight and management of the development and delivery of the Trust’s portfolio of landscape, building, and infrastructure projects.

This position reports directly to the Chief Park Officer, and manages a team of approximately twenty employees.

- Manage the Department of Park Design, Construction and Engineering, and all of its design, construction and rehabilitation activities associated with projects, including Trust, tenant and philanthropically funded, using in-house staff and outside contractors.
- Oversee and ensure collaboration with relevant Trust divisions during all project phases to provide predevelopment, design management, project management and construction management services, and to provide design expertise, construction expertise, cost estimating and assistance in feasibility analyses.
- Oversee and ensure coordination with landscape architecture, architecture, and engineering design professionals during initiation, planning, design, and pre-construction phases of projects; develops and reviews scope, schedule, and budget of work at various project phases.
- Oversee and ensure coordination with Planning & Compliance for projects that require Trust Design Review, NEPA/NHPA compliance review and approval, and all require project permits.
- Oversee the management of project types that include but are not limited to: historic and non-historic; residential and commercial; new building construction, rehabilitation and additions; building demolition; tenant improvements; infrastructure and site development improvements; and new construction and rehabilitation of park landscapes and open spaces.
- Oversee and manage the development of program and individual project-level budgets and schedules for projects.
- Through office staff direct and coordinate development of concurrent construction projects, including dependencies between project disciplines and dependencies between projects.
- Collaborate with the Trust’s procurement/contracting office during annual capital program planning and during the bidding and contracting process on the selection of contractors, sub-contractors, services, and vendors.
- Oversee the development, implementation, and management of the Trust’s project management and controls processes, a scalable, universal approach to project management that has been tailored to the unique requirements of the Trust.
- Oversee development and implementation of a project portfolio management system providing regular project metrics reporting, resource loading, and change management.
- Support staff in driving progress against agency strategic goals and deepening engagement with operational KPIs.
- Establish and direct coordination of project staff with Financial and Business Management staff regarding tracking park project schedules, costs, budgets and leading project reviews with executive management.
- Establish and direct coordination of project staff with Planning Department and Finance Division staff regarding annual capital planning and budgeting for landscape, building and infrastructure projects.
- Collaborate with Finance Division staff to coordinate process improvements between finance, contracting, and the project management and project control processes.
- Work closely with Finance Division staff to ensure that all deadlines are met, and that accurate information is provided for management and board approval.
- Ensure a high level of design quality in all Presidio projects by establishing and maintaining current design criteria, standard plans and specifications, and ensuring Trust design standards and project objectives are met, and Trust’s design review and project approval processes are followed.
- Ensure that restoration and rehabilitation projects employ sound and scientifically based strategies to protect and enhance the Presidio’s natural and cultural resources
Directly supervises up to 8 employees, and indirectly supervises up to an additional 20 employees. Manages consultants both directly and indirectly through staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; authorizing time off; rewarding and disciplining employees; and addressing complaints and resolving problems.
- Bachelor’s degree, preferably in project management, construction management, architecture, landscape architecture, professional engineering, civil engineering, construction engineering, or equivalent experience.
- Valid Project Management Professional (PMP) certification issued by the Project Management Institute.
- Professional license/certification in landscape architecture, architecture, or engineering (PE).
- Fifteen (15) or more years of project management or construction management supervisory experience involving renovation and new construction for projects greater than $5 million in both public and private sectors; demonstrable experience in preparation/review of preliminary and detailed construction schedules, budgets, and cost estimates.
- Five (5) or more years of institutional project management and supervisory experience totaling an annual program budget in excess of $50 million dollars; demonstrable experience in effective and strategic program planning and management of funds and staff resources to achieve target outcomes.
- Solid computer skills with proficiency in Microsoft Office: MS Project, Word, Outlook, PowerPoint, Excel, construction management and portfolio management software.
- Demonstrated experience with project development, construction, finance, and cost accounting processes.
- A valid California Driver’s license.
- Master’s degree, preferably in project management, construction management, architecture, landscape architecture, professional engineering, civil engineering, construction engineering, or equivalent experience.
- Experience delivering projects in environmentally sensitive or historically significant environments.
- LEED Accredited Professional (AP) issued by U.S. Green Building Council.
- Experience working for a public agency or on public agency sponsored projects.

The Park Development and Visitor Engagement Division is dedicated to transforming the Presidio into a world-class national park that is a model of environmental leadership and welcomes people of all ages and backgrounds. This multi-talented division develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Trust’s mission and strategic goals. It develop and directs design and construction efforts that transform the Presidio’s buildings, historic landscapes, natural areas, roads, trails, and utility infrastructure to support park preservation, public use, environmental restoration, and revenue generation. Working in close collaboration with our non-profit partners, the National Park Service and Golden Gate National Parks Conservancy, this group also delivers an array of philanthropically-funded park projects.
