The City of Richmond Parks, Recreation and Community Facilities is seeking a Deputy Director of Capital Projects to join our team. The primary focus of this position is to manage Parks’ Capital Improvement Program, with a current allocation of $4M in Capital and $78M in American Rescue Plan Act Funding (ARPA). Projects range from managing the design and construction process for new parks, major park facilities and improvements, to smaller renovation projects and park enhancements. The position directs the work assignments and projects of employees within the Division, such as architects and engineering technicians, and assigns, reviews, and facilitates collaboration among Parks Divisions.

This position reports directly to the Director of Parks, Recreation and Community Facilities and works as part of the senior leadership team with department Director, Deputy Director of Recreation and Administration, Deputy Director of Parks, and other Division Managers.
This employee assists the department Director in managing departmental activities, and provides support to the Director in all areas of the assigned department. The incumbent directs the work assignments and projects of employees within the division and assigns, reviews, and participates in the work of staff responsible for assigned division. The incumbent ensures work quality, adherence to established policies and procedures, and the more technical and complex tasks relative to the assigned area of responsibility.
- Works as part of the senior leadership team with department Director, Deputy Director and other Division Managers.
- Capital Improvement Program – Develops and monitors the capital improvement program, interacting with contractors to define project scopes, obtain cost proposals and track projects.
- Project Management – Program development/ determination of need, preparation of RFPs, selection of consultants, community engagement, managing the design process and managing/ reviewing preparation of construction documents, bidding, and construction management. Work includes preparation of grant applications and administering grant projects. Tracks progress of projects and ensures timely progress; communicates measurable and time-sensitive directives to appropriate staff to solve problems.
- Develops effective work plans for Parks’ Planning and Design staff and conducts staff performance reviews.
- Prepares reports, recommendations, and presentations to the department Director, Park Advisory Board, Deputy Chief Administrative Officer, Chief Administrative Office, Mayor, City Council and the general public.
- Develops Division policies; establishes written procedures, informal guidelines and forms as may be necessary to effectuate programs and requirements; works to streamline systems and reporting across City government. Project Reviews – Review of projects/plans impacting parks and conferring with other Parks’ Divisions, city departments, consultants and contractors.
- Familiar with all aspects of project design including production of construction documents, specification writing, cost estimating and bidding/ construction administration services for the restoration and renovation of historic structures, park facilities and green infrastructure design.
- Designs and leads various opportunities for community engagement.
- Facility Design – Manages design of renovations and replacement of park buildings, infrastructure, and park features.
